OnDemand libyaml-devel needed for M1 Macs

libyaml-devel is required for the OnDemand containers. It appears this package is only being installed for x86 containers.

This was initially looked at in #175 , but the issue remains; could someone rebuild the image in the repo with this fix? ubccr/hpcts:ondemand-2023.07 doesn't have libyaml-devel addition.
