The issue still exists in `3.1.3-OceanBase CE`.

BTW, this fix will not be required after #1356 is merged.
Did you add the `flink-sql-connector-oceanbase-cdc-2.2` jar file to ${FLINK_HOME}/lib and restart the cluster?
