Are you testing on a computer? Or mobile?

iOS or Android? When using iOS make sure that you use Safari (any other browser is NOT supported due to Apple restrictions) and HTTPS!

Sorry, I am not familiar with PDF_417. Does this work on ZXing-Java? You can also verify this online via https://zxing.org/w/decode.jspx
