Tokio 0.2 and especially 0.3 are obsolete at this point, there's little sense in providing support for them.

Also this could help expand precision to 128 (or even 256) bits to completely cover theoretical limits of various cryptocurrency values.

@sorpaas Not everyone needs prometheus metrics. Therefore it would be a good idea to make this a cargo feature which we could enable by default.

@zcstarr New releases have not been pushed into auto-updater's smart contract for quite some time now, so it's effectively dead anyway. No need to worry.
