Profile being private has nothing to do with the character list being hidden, these are two separate things. This can be done on the website in your account privacy settings....

This should be a setting, and disabled by default.

This should be checkboxes for each category on items rather than what we said here. See how it's implemented for maps currently, and do similar to this.
