I can reproduce in 9.4.2

The protocol should be part of an url, an url is in fact not even for web, it could even be ftp://somedomain.com/somefolder so yeah, the protocol is definitely a needed...

Did you read the build instructions here, there are explanations for creating a full release, updating an existing development site or building for debug. Following the build instructions for debug...

I can confirm on v9.10.1 using fr-FR too, it does not look like it causes issues though, but to really know we would have to run it with the unmodified...

I can reproduce the issue in 9.4.0 RC

Still an issue in 9.6.2 

After digging around a bit, it looks like it is caused by some commit between 9.0.2 and 9.1.0, investigating further...
