@bdukes I see you fixed this one, did you happen to test out Import/Export too. Also if we merge this one, it would go on develop or 9.11.0 ?

CDF was updated in 9.10.0 and we believe this is caused by that update but exactly what is still not diagnosed (at least for me)

I tried to work on this today but could not make it happen on a local instance, could there be something more needed to trigger this bug from a clean...

Actually I got it to fail but only with inline editing enabled, I think this might be a side-effect of https://github.com/dnnsoftware/Dnn.Platform/issues/2653

Work as started on a brand new resource-manager UI, we it gets to a testable point I'll put out some beta or some such so people can get involved in...

The resource manager has been completely rewritten in v9.11.0 and no longer has that bundle file which should fix this issue.

This PR needs at least some testing and maybe a huge effort + if everything is broken, we may want to upgrade to 17 before going 18 to ease on...

Do we have any consensus of what needs to change within DNN on this issue here so I can triage this PR appropriately.
