Cannot hit debug breakpoints on webstorm

A similar issue [WEB-57118](https://youtrack.jetbrains.com/issue/WEB-57118) was reported in WebStorm issue tracker, it is fixed in WebStorm 2023.1 Beta. Hopefully, they are the same and this one is fixed as well.

@BridgeAR It is a test for an issue https://github.com/nodejs/node/issues/31138. We can't merge this pull request until the issue is fixed because the test is broken. Sorry if such workflow is...
