Packaging/xpmem lib

This is an initial work on deb packaging. I want to have a separate package of the kernel parts that will probably be more specific to our MLNX_OFED workflow, but...

Update the Incremental version (src/qperf.c:#define VER_INC) in configure.ac and qperf.spec

This also breaks building an rpm using 'rpmbuild -tb' (but that is also broken because you need to run ./autogen.sh at build time)

Version 4.11 was released. Consider this issue closed?

libumad2sim.so versioning should be added

This is a library loaded by the user with LD_PRELOAD. Not by ld indirectly. I don't see why an SO version is needed.

DEBIAN: Moved driver level dependencies under Recommends section.

Is the package functional without one of those installed? What are they required for? That said, seems reasonable.
