I don't.. know if that is an official language pack. It might as well be an external AppX language pack. I recommend you contact the creators of PLiteOS about it.
I don't promote using other builds of Windows 10 either, for that matter.

I believe this is because you had your documents, videos, and desktop folder backed up by OneDrive. Simply reinstall OneDrive, and the files should slowly start downloading.
Office is bloat.
I suggest you simply look up an external way to reinstall it. Most people do not have use for this app, so it's incredibly rare for someone to keep it....
