Choose a suitable (lightweight, secure) HTTP server. Initially to serve as a base for #5.

The web interface has two main goals: 1. Provide a way of changing Hack configurations (see #4) in a user friendly way; 2. Show information about the system.

Enable hacks to include a configuration file. Configuration values should be provided in raw form and also already parsed to the entry script.
