I think it makes more sense to have `total_pages` start at 1 instead of 0, even if a response only has 1 entry, that should still count as 1 page....

@DavidVorick as the reporter of #1478 do you have a preference on having the pagination delineate by total pages or item numbers? It seems there are pros/cons to both ideas...
