This game was made by Ocean Software, I doubt anyone has looked into their sound engine at all
`.spc` is not a format, it's more of a container. The format depends on the data inside of the spc. If it's the program doesn't find anything, it's not supported....

Were the files extracted from the game directly? It looks like the sample collection is empty, and that's probably why no soundfont is generated.

Is this still an issue? I have never managed to reproduce the problem. There's lots of bad PSF(2) dumps around that are good enough for playback but not for conversion...
Those notes are part of the piano delay effect, they should have much lower volume. This might be a SF2-specific issue (the program uses DLS for playback internally)
Using the Qt build, select all (Ctrl+A) and then export as you normally would. I don't remember if the same works in the WTL build. I'm open to improving the...
