Capability to detect change on input

Is there an event I can use to detect if the input/textarea has been changed at all, whether directly by the user or via the WYSIWYG editor?

No device found after disabling CCID

I couldn't get another app (Yubico Authenticator) to recognize my device, so I tried toggling CCID on/off via NEO Manager. After deselecting CCID, NEO Manager no longer recognizes my device....
