VS code insider builds [seems to support ligatures](https://code.visualstudio.com/Updates#_editor) as in Hasklig => https://github.com/Microsoft/vscode/pull/1510 - and, as noted above, they are opt-in.

@Perlover this is usually handled via the Survey Tool, see http://cldr.unicode.org/index/survey-tool/accounts to get a Russian account.
