Russian / Territory 001 should be capitilzed

Hello!

The territory "001" in Russian should be capitalized as other territories and countries Here is fix.

P.S. I created account at unicode-org.atlassian.net but i decided to make patch here because there is a very difficult ticket system (many fields). I will create there a ticket and will post there this issue.

@Perlover this is usually handled via the Survey Tool, see http://cldr.unicode.org/index/survey-tool/accounts to get a Russian account.

So should it say "английский (Весь Мир)" instead of "английский (весь мир)"?

Also, shouldn't it then be "Весь мир"? Considering Russian writing titles with just the first letter in the first word in uppercase, and not the first letter of every word.
