If this is Flyway's behaviour, you should certainly stick with their approach. While this behaviour was unexpected to me, I think it would be worse to start doing things differently....

I've had similar experiences. The desktop app is very slow on older versions of Ubuntu, but it's fine on 11.10.
FYI: I was still seeing this with v0.3.1 on my Ubuntu 22.04 installation (which has Pillow 9.0.1). Setting up a separate pipenv for hugophotoswipe allowed it to download Pillow 10.1.0...
