Looks ok to me. [Change log here](https://github.com/miurahr/aqtinstall/blob/master/docs/CHANGELOG.rst). 3.1.13 added support for Qt 6.6.3 and for Linux on arm64. 3.1.14 and 3.1.15 were just bug fixes.
I also did a diff between those versions of aqtinstall, and all looked sensible.

I haven't yet explored to see where else tooltips are used in Jamulus (I was going to do so as part of this review). But to my mind, "What's this?"...
