Add option `Basemap=TRUE`, `tiles=exampletile` to function call for choropleth visualisations Add @darribas's [contextily](https://github.com/darribas/contextily) as soft-dependancy to splot.

In the last PySAL dev meeting we discussed that `legendgram`, which is currently a separate sub-package, should ideally be integrated into splot.
