IMO it depends on the size of the user base and the number of emails being sent out. Some sites just send out a couple of administrative mails per year.

there should be for sure no duplicate entries, DNN should prevent adding it.

sorry, I meant PortalSettings table supports localization, but for CookieConsent URL, it needs to be wired to the UI.

when saving a site setting in PortalSettings table, you may save it localized or "neutral". In this case, it needs to be change from "neutral" to "localized", allowing diferent URLs...
