Don't we want new loggers to be added to the [spacy-loggers](https://github.com/explosion/spacy-loggers) package instead?

I think we can now remove some of the commented out lines that reference the `v2` parser, seeing how we won't be porting it back to `spacy-legacy`?

Adding this note here so that we don't forget - this PR should be rebased on/merged into `v9`.

The `Morphology` related change could/should probably be cherry-picked into its own PR (after this one gets merged). But we can leave it in if no one minds it.

I'll reintroduce the `Morphology`-related changes (and the fix for `__reduce__`) in another PR (once this one is merged into `v4`).
