Exception thrown for Requirement.buildNPM("1.0.0-setup-20220428123901")

If you run `Requirement.buildNPM("1.0.0-setup-20220428123901")` an exception is thrown, however, if you run `Requirement.buildStrict("1.0.0-setup-20220428123901")`, it works OK.

I would expect that simple entities in Oracle would not create HTE_* tables, but they do.
