In which group should the `opensearch` policy be added? The CI is failing because it complains the `aws/policy/data-services.yaml` file is too big.

If anybody is interested in discussions, I've started a draft implementation at https://github.com/sebastien-rosset/OpenCPN/pull/4. This is not functional yet.
