On key-down, the shift modifier is lost in key input encoding (between raw_key_event_impl and key_event_impl)

Not sure if this is related, but I'm noticing some differences in encoding between "Ctrl+Shift+A" and "Cmd+Shift+A". With the Cmd version, it seems like the shift modifier is dropped somewhere....
