Is this a 1.6 SLPK that you are trying to extract? Please use the convert and extract option when running to convert to version 1.8 https://github.com/Esri/i3s-spec/blob/master/i3s_converter/i3s_converter_ReadMe.md#subcommands-

@SoftFeta We are currently looking into this texture optimization bug, but this should work with no optimization the 'none' option, if you need to have these textures at this size.
