The primary rationale around upgrading to v4 and having tokens is around reducing service downtime...

Thanks @jishnub - yeah [we're working on fixing the error messaging around rate limits ](https://github.com/codecov/engineering-team/issues/1076)(not just on the CLI, but all other user facing touchpoints - PR, UI etc)
