This issue barely happens since the test storage volume is small. We are going to add a test case to see if we can improve this case.

How do they help diagnose the problem?

It relies on hibernate region tick interval because currently, the switch of scheduling primary won't awake all regions. So the prepare checker cannot receive all regions' heartbeat in time.

Confirmed with @glorv, release-7.1 doesn't need this cp.
