I'm noticing this issue at normal playback speeds. I'm able to play the file with no pausing via sftp in VLC mobile app, so I can rule out network/IO issues....

I was experiencing the same issue. I enabled the kernel parameter amdgpu.ppfeaturemask=0xfff7ffff and now temps/setup work as expected. Look at https://github.com/sibradzic/amdgpu-clocks for more info.
