Version [0.13.0 of LocalStack](https://github.com/localstack/localstack/releases/tag/v0.13.0) now comes with ARM64 support. You can use their [Docker image](https://hub.docker.com/r/localstack/localstack) and only activate the SQS service as a replacement for this image.
