[BUG] mutate finalizers not working

Would be interesting to find out how `finalizers` tag is managed. The other related issue is to patch `.status` using mutating webhook https://github.com/kyverno/kyverno/issues/2843#issuecomment-998684953. @vyankyGH - can you research and verify?
