@vmihailenco netErr.Tempoary is deprecated, and I found `allowTimeout` in `isBadConn` cant be true now, so I change it to false.

 It seems a lot of pr failed in these test cases, but we don't touch related code, @cpitclaudel , such as https://travis-ci.org/github/flycheck/flycheck/jobs/768015611
