This is failing often on PRs too.

This does not fail on github actions at all, but fails on Azdo pipeline runs. The test fails in different locations on Linux, and Windows.
Can anyone take a look at this? It has failed consistently for the last 10 runs on Linux, and Windows. Did something change?
