In general, it should not matter. This app doesn't use any "passwords"; if a new user is created then a 30-character random password is generated for that user and forgotten...
This has nothing to do with this plugin. You need to set the correct timezone on your server (e.g. php.ini). `date_default_timezone_get()` should return the defaut timezone.
