ansible-galaxy collection init doesn't respect configured collections_paths

@geerlingguy I was following the ansible 101 video and wanted to use collections_paths as we make skeletons for my company to convert to ansible. I am still running into this...

It’s fixed in my code I just moved on to another project after all the issues getting it landed… if someone wants to take my pull over I don’t care…...
