MinGW 12.0.0 is released and defaults to UCRT https://sourceforge.net/p/mingw-w64/mailman/message/58776404/ and it looks like it will be part of Ubuntu 24.10 https://packages.ubuntu.com/oracular/mingw-w64-common (although I haven't checked if it is actually UCRT)....
