io_bazel_stardoc not a module dependency

I was experimenting with doc generation for rules_go based on the `MODULE.bazel` file, and I discovered that the `load("@io_bazel_stardoc//stardoc:stardoc.bzl", "stardoc")` is only provided by `WORKSPACE`, not `MODULE.bazel`. I haven't researched...

Experimental new gazelle extension for collecting the .bzl files of an external resource. Not proto related, it could be upstreamed to gazelle itself if useful.

Deal with cases like: ``` gazelle: //common/aeron/cluster/shared/protobuf/api/proto:common_aeron_cluster_shared_protobuf_api_proto_proto_scala_library (proto_scala_library): warning: failed to resolve "Array[Byte]": no label ```
