io_bazel_stardoc not a module dependency

I was experimenting with doc generation for rules_go based on the MODULE.bazel file, and I discovered that the load("@io_bazel_stardoc//stardoc:stardoc.bzl", "stardoc") is only provided by WORKSPACE, not MODULE.bazel.

I haven't researched if this is intended.

Not intended I think. We need to invest some time in updating all our workflows to MODULE.bazel and dropping dev dependencies from WORKSPACE.

There's more to do for the bzLmod migration but this particular issue is fixed in https://github.com/bazel-contrib/rules_go/commit/42f3f48d291b155abd9152aff04091c873ee52d7
