I don't think it's available at this time. I'll create a note to consider adding it in a future firmware version.
Location doesn't support minimum_delta yet, we will be shipping that in a new release soon.
It will be in meters, so if you pass min delta of 10, it will send when location changes by 10+ meters.
I'd like to reject connection before web socket is established but am not having success. Getting that working can be a followup if someone wants to work on it.

Ok this actually isn't going to work at all since we need the vehicle's timezone. Working on a firmware fix.
Converting to UTC will yield a time in the local vehicle timezone, but there's no way for me to give a true unix timestamp from the backend. Adding a conversion...
I do think adding the ability for per-field transformations by version is still valuable, but maybe not for time.
At the very least, you can set a restart policy: https://docs.docker.com/compose/compose-file/05-services/#restart We also expose prometheus metrics. You could alert on the metrics using rules in an external system like Grafana....
