changes for ROSPlan to run in noetic
This change is needed due to the removal of rosplan_demos and a workaround that the original author had set in the file.

bug discovered with martkinkoling PR PDDL is supposed to be case insensitive, in practice what this means is that all is (should be) converted to lowercase.
e.g. rosplan_dependencies/VAL/include/DebugWriteController.h vs rosplan_knowledge_base/src/VALfiles/DebugWriteController.h
Release ROSPlan pkgs binaries using the tools bloom and catkin. See [bloom tutorial](http://wiki.ros.org/bloom/Tutorials/FirstTimeRelease)
Integrate this wrapper with ROS 2 (TODO!)
Once this project reaches maturity would be nice to have it as a debian pkg
Configure MoveIt with at least one robot as an example that this wrapper is fully functional and compatible with the ROS standard packages
