I think we can first test with `ubuntu-latest`. We can also try one of the workflows in torchtune with the A10G instances available in pytorch-labs that @seemethere mentioned.

Looks like these are adding 3.11 support for the unittest jobs, but the jobs are failing due to version conflicts since some dependencies are not available for 3.11 in conda....
@vmoens Our CI uses Windows 10. Looks like the windows wheels are built on Windows Server 2022. We don't have Windows 11 in the CI atm.
