Just a note, the current version is `0.0.70` and the last working version is `0.0.69`. (Not 0.70 and 0.69)
You need to give the query parameters in alphabetical order for the signature to work.
Because there isn't one easy solution. There are as many ways of controlling the rate of play, as there are people wanting it.
I selected a random game from the "unfair" list: https://lichess.org/pHeKcmmM#126 and I actually agree with the current result, i.e. black wins.
I guess we could deploy a new service for it, with a public API, that lichess would also use.
