I tried again. It works in normal tabs while does not work in incognito tabs.

In step 4 I cannot turnon hotspot no matter how many times I try to toogle it in Drop-down bar or Settings app

Update: Wi-Fi is also not usable in step 4. I can turn on Wi-Fi but there's no SSID showing.
