It guess it was used some time ago to decide whether C++11 or C++98 should be used (before the CMake variable was introduced). If I'm right, it's kept for compatibility...

Thanks @Catfriend1 @jacobbaungard, setting it to 100 removed the delay and it opens instantly again.
Workaround: ```yml policies: ProhibitEncodingOptionAfterScriptEncoding: enabled: false ```
