Setup Webhooks

@silentworks After the webhooks server is live on Anansi, please setup the [webhooks](https://github.com/devcongress/elections-api/settings/hooks) to listen to the **Pull Request** event with the `application/json` Content type.

Add API documentation

Could we get Swagger or some other form of documentation? Should help with building other SDKs/frontend.
