Do you have OVR metrics enabled ? the FPS should be halved when app-warp is on while the refresh rate ( in Hz ) should show the real screen refresh...
It definitely should be possible , I bet it breaks in the Apply method in Scripts/Utils.cs , ill check it out soon

That's a lot of lights in the scene , i can't tell if you are reaching a limit with additional lights count in the shader or not just from looking...
