Exactly - I am thinking the current EBU-TT-D encoding is "good enough" and we should bump this extra complexity back to a later release.

Is this still something we still need to do? Can it be written as a user story? It would help to know what the merge circumstances are.

OK sounds reasonable. Option 1 could work too, but I'm happy to go with option 3 as a starting point for now.
