Do not create the content directive when using ShadowDom

This creates a performance issue for apps that rely on ShadowDom. Reported by @jbdeboer.

Docs found in lib/core_dom/css_shim.dart are not in the API docs.

Come up with a design for longer guide content

Some of our longer guides are 20-50 pages! These need a TOC, sub-section navigation, maybe some other things to make them friendlier. Needs design thought, and some automation.

On screens < 460 px the left margin starts to be cut off for the new BRAND NAMES section  @StephenFluin
