In my test,when I add [opentelemetry-okhttp-3.0](https://github.com/open-telemetry/opentelemetry-java-instrumentation/blob/main/instrumentation/okhttp/okhttp-3.0/library) to pom.xml and send request by okhttp,there is no `traceparent` in request header at the server side. Does OpenTelemetry extension support standalone library instrumentation?
Can we copy a new module named dubbo-rest-jaxrs3 from dubbo-plugin/dubbo-rest-jaxrs to develop this feature?
