Stop processing work => shut down all workers. Need to tag them as paused since the autoscaler will helpfully scale them back up!

Not pushing, but while we're at it (if it's not obvious) we should include support for registries beyond Docker Hub.

Proposal: We start by restricting this to Gitlab running in same tenant as the Abaco instance.

This is implemented for status changes but not for some of the other events.
