Microsoft Edge does not like the W3CWebSocket wrapper

[BUG] Windows Timeout on projectdependencies with 2.5.0

Also experiencing this issue. I can confirm in PowerShell setting `$env:NX_ISOLATE_PLUGINS="false"` is a tenable workaround.
